I remember we rapped it in a Pig Book at the Taxpayers League years ago. Don't know if it still exists in any form. I am sure there are version of this in every state. The idea is it's more expensive for a kid to turn from a Juvenile delinquent to a hardened criminal than to pay him to stay clean and go to school. The problem is still that cash incentives don't really work with these kinds of problems. MN used to pay kids like this to stay out of juvie.
